The most dangerous weapons live and breathe.

Paikka is just an ordinary northwestern city with lovely mountain views and the occasional appearance of a dragon flying over Main Street. Five years after the destruction of Blackwood Tower, it's not the tourist hotspot it once was and times aren't easy for the locals. But at least they have the Storm Riders. . .

By day, Caiden Blade and his friends enjoy a simple life in the mountains beyond the city, complete with farm fresh dragon milk and pancakes cooked over a fire breathing dragon. By night, they are the Storm Riders - masked guardians of the City of Dragons who sweep into town without warning, leave a trail of justice and good deeds in their wake, then vanish without a trace.

Keely Chance is the biggest Storm Rider fan in Paikka. She hangs posters of them, collects newspaper clippings about them, and gets angry whenever a word is spoken against them. She spends most of her time working in her family's cozy bookshop and, with the exception of a reoccurring nightmare that keeps haunting her sleep, her life is finally peaceful.

But then mysterious messages begin appearing all across town, making both Keely and her dragon-riding heroes wonder if a real-life nightmare has returned. . .
